Riley Township 2019 Quadrennial Assessments and Equalization
The 2019 Riley Township Equalization Factor was going to be 1.0504. This amount was determined by the Illinois Department of Revenue in a three-year sales ratio study which analyzes the arms’ length sales that have occurred in 2016, 2017 and 2018 and compares them to the prior year’s assessment values. What this means is that, had we left assessments at last years values, then the Land, Building and Total would have increased by 5.04%.
However, I decided to distribute that 5.04% increase differently than a blanket 5.04%.
In 2015, the vacant sites were selling between $10,000 and $15,000 per site.
For 2019, similar vacant sites were selling between $22,000 and $28,000 per site.
The land values for the 2015 Quadrennial Assessment were conservative. Therefore, we adjusted the 2019 Quadrennial Land Assessments to more closely reflect what is happening with land values in Riley Township, while still trying to be conservative.
By addressing the land, we were able to take that 1.0504 factor increase and turn the 2019 Equalization Factor into a 1.0000 factor.
PLEASE NOTE THAT FARM LAND IS VALUED BY USING STATE PROVIDED PRODUCTIVITY FACTORS (PI). THE CALULATIONS ARE COMPLETED BY MCHENRY COUNTY. THE LAND VALUES DISCUSSED ABOVE ARE INDEPENDENT OF THE FARM VALUES.
- Your 2019 percent increase or decrease DOES NOT mean that house values have increased or decreased.
- YOUR 2019 PERCENT INCREASE OR DECREASE DOES NOT MEAN YOUR TAX BILL WILL INCREASE OR DECREASE BY THAT PERCENTAGE.
- PLEASE NOTE THAT THE 5.04% INCREASE IN THE ASSESSMENTS FOR RILEY TOWNSHIP SHOULD BE ACCOMPANIED BY A DECREASE IN THE TAX RATE.
If recent sales in your subdivision and neighborhood indicate that your parcel is overvalued, then that is a basis for an assessment appeal. Additionally, if your property or home is over-assessed compared to other similar properties or homes in your subdivision or neighborhood, this would also be a legitimate basis for an appeal. Property owners will not be able to appeal an assessment value based solely on the PERCENT CHANGE.
